Rule 152
Free education should be provided

(1) Community schools should provide free education to Dalits, tribals, women and other students who are below the poverty line.
(2) For the purpose of providing free education according to sub-rule (1), the school shall publish a notice in the school to apply for such free education. Explanation: For the purpose of this rule, "below poverty line student" refers to those who have been decided by the management committee on the recommendation of the concerned ward of the village or municipality that Dalits, tribals, women and other persons are as follows:-
(a) Any member of the student's family does not have a job, business, business or income-earning arrangement and does not have the minimum income necessary for living and is unable to pay school fees,
(b) having less than five, ten and fifteen percent of cultivable land in the plains and valleys, hilly and mountainous regions of the maximum limit that can be held as a land owner according to the Act on Land, 2021, or
(c) Those whose income is below the absolute poverty line as defined by the National Planning Commission.
